    Final update....
    I updated my bios, you can do this if you want but probably don’t have to.
    my issue was there was something higher in the boot priority even tho it was not installed or connected to the mobo. Hope my stupidity helps others.

    Guys look at the pictures before commenting. He has one of those cases that has a metal standoffs created from the metal of the case (and those can't be removed), for the standard ATX screw locations.
     
    If the board is not ATX or has additional holes, he can add standoffs. 
     
    @PortzJ the standoffs are there so that exposed metal on the back of your motherboard will not touch the flat panel of the case and short circuit something.
    Only the holes on your motherboard are surrounded by a bit of metal which is intended to connect to the metal case, so you only want standoffs where the motherboard holes are.
    Those bumps on your case do the job of preventing the back of the motherboard from touching the case, but your motherboard may have more screw holes than those bumps - so just add standoffs where needed, if needed.

    this is confirmed an AMD R9 270x, same exact PCB.

    there's no gigabyte R9 270 with 3 fans.
    R9 280 has 2 of the Crossfire connectors, and the PCB is very different.
    same with R9 290 etc etc.

    R7 360, R9 370 etc etc all have redesigned coolers

    AMD HD 7xxx series has different coolers also.

    and there's no way in hell an nvidia card has the exact same PCB.
    also i've looked at all the GTX 7xx series (because they have the same cooler) and they have a VERY different PCB design.

    Unfortunately that sticker wont help us, as that is the serial number. A number unique to the card you're holding. Check if there is any product name on the PCIE slot, particularly on the fan side of the video card.
    Looks to be a R9 200 series Gigabyte card, like a 290(x)
     
    EDIT: looking at some pictures online, it fits an R9 270X Gigabyte the best.

    It should be activated on the default bios settings so you don't need to do anything.

    It turbos to 3.3GHz when using a single core.

    That AMD A10-6800k is trash and that i3 has only 2 cores / 4 threads. That i5 has 4 cores so it's a lot better than that i3 and it also turbos up to 3.3GHz

    The speed of your processor doesn't matter (to some degree) Get the i5-2320, it turbos up to 3.3GHz.

    Overall, I would choose the i5 because it has better single-core capabilities and when it comes to using all the cores, AMD's chip comes out on top but not by much. For example, gaming depends much more on single-core performance rather than all cores. 
     
    On the flip side, you would get a bit more value from the AMD chip but that should not be the deciding factor...
     
    Also, more Ghz ≠ better, many factors come into play when determining a CPU's worth and performance.

    I agree that its probably broken. (although not guaranteed to be broken...)
    If nothing here on the forum solves the issue i suggest contacting powercolor support.
    This graphics card is likely still under warranty and could probably get fixed for free if you just pay shipping.

    ah, I actually had this problem like a week ago. Just look for an ATX to z220 adaptor, it has 2 6 pin connectors, one that looks like it's for a graphics card and one that is just 6 pins in a line. here's an amazon link for one, but I just clicked the first google result so you might find it cheaper somewhere else: https://www.amazon.com/24-Pin-6-Pin-Power-Adapter-Workstation/dp/B01NAHMULC

    Repeated fan spinning means that the motherboard is getting stuck and restarting repeatedly.  Its probably either the GPU or a bug in the motherboard firmware.  Unfortunately there is no way to tell without having another system to test the card in.
     
    Ive had a few boards that refuse to post with specific GPU's installed is why I mention the motherboard angle.  Perhaps try updating the MB firmware?

Anyway, ddr4 is still not much more here and if you really wanted to you could get it shipped to you if they could figure out how...     The model number will do us no good unless the seller can list exactly what it was built with originally, and any upgrades that have been performed. Overall, it looks like it came out during the 2nd Gen Intel processor era, and takes MXM GPU cards, which nVidia is rumored to be phasing out soon anyway.
     
    On top of that, the screen is broken, so no, I wouldn't touch that even if he gave it away for free. It's not worth my time refurbishing to sell to an IT client, since after the cost of replacing the monitor, thermal compound on the GPU and CPU, and cleaning it up, I could just sell them something new from the store and take a % commission for my recommendation.
