Hibernation works the exact same way sleep does with the difference that the data is stored on the storage instead of the memory, since you have ssd it should be fast enough wake so you don't feel much of a difference between the two, the main difference is that then the system does shut down entirely as the memory won't need to keep being feed with energy.

You could head into the BIOS and set the ACPI sleep mode to either S4 or S5.

I think I heard about an option in the bios to turn off auxiliary power when the pc is off. This could help if i knew what it was called

I'd recommend upgrading your cpu + mobo, and ram
Edit: Buying a new GPU would also help, but it wouldn't help much in the long term if you're dealing with a cpu bottleneck.

Though its a different kind of game, I think that Cities: Skylines is STUNNING after adding aesthetic improving steam workshop items to your game. Not the best of course but deserves a mention. I'm a nerd for cities so maybe I'm biased.

OP, get the 7500. Faster CPU with a higher clock speed. Also supports Octane and other Kabylake features. Don't listen to those who just don't want you to have a better CPU than them

As a RX 480 8GB Owner (with a reference cooler at that) the RX 480 is perfect for me to do everything from Gaming at Max settings to Video Rendering in 1080P. Yes, it does get hot enough for me to cook scrambled eggs on my backplate (No I did not try that) but, it doesn't throttle surprisingly unless I try to OC.
As a first build, I say go for the 480 and here's why:
1. the 1060 is not as future-proof as one might think
2. Vega might be overkill for your needs.
3. Sweet and Innovative AMD software technology for all AMD Radeon users. (Who knows what's the next cool thing after FreeSync?)
4. Your temps will be better than mine because you won't have a reference card.

4 GB of VRAM seems a bit low in my opinion, if I'm planning on using this card for a few years.
