You can use the advanced ntrfs permissions if you want to only remote delete, but removing modify should work fine.

Provided your board has enough SATA data ports and the PSU has enough SATA power connectors, yes. If you want an optical drive (DVD drive), you'll want/need a case that has 5.25" bays.
