Yes, a 7700k is better for pure gaming. A Ryzen is better for productivity and multitasking.

Because I use my PC for gaming and I'm already passing the 144hz refresh rate of my monitor so I see no point in overclocking it.

You should be fine. It's a 4.2Ghz quad core from what I can see, so you should be good in any modern games that aren't terribly optimized or massively CPU hogs.

I've used the same CX450M in multiple
As an owner of both, while the rx480 might perform slightly better I prefer Nvidia's software

I wasn't saying the 1700 can't handle 1440p. His question was what should he upgrade for 1440p 60hz streaming, his 6400 or add another 470. My answer was that he should upgrade both his 6400 and 470.

Notice how everyone is recommending different cards? People in the computer building community build up brand loyalties and can be pretty biased. Get whichever card you can find the best deal on and has the looks/features that you want.
