I myself have H7 and I'm satisfied with what I got for the price. on 3570K getting like 55-60°C on overclock of 4.2Ghz and 1.28V- also it has been at least 1 year since the last time I applied thermal paste or anything

Is that good ? I do not plan to go above that.

Just launched info may be outdated due to BIOS updates and whatever. Just look at Ryzen and it's memory speeds. 2666 mhz was "special" and "fast", now it seems to be easy to go up to 3200 mhz. Because of that, I would take old topics/info with a grain of salt and look for moar modern info. I would go with the advice Glennieboyyyy gave you.

The RX 500 series recently came out and Intel is planning their Skylake,Kaby Lake-X CPU's,and The GTX 1080 Ti Came out as well and of course the Kaby Lake CPU's,on 2nd of March,AMD Released their Ryzen 7 1700 $329,1700x $399,1800x $499 which in somecases beat the 6950x and 6900k for 1/2 or 1/4th of the price,on the 11th of April,Ryzen 5 came out (1400,1500,1600x)

I second this, nothing is more effective. Just be sure to plug in and power up your PC while washing it in the shower to make sure everything is operating properly.

Before doing anything else backup the files at the old disk you don't want to lose!
Also make sure that you wrote down the license key of the old Windows first!
now with that out of the way, just start a clean install of w10 by using the w10 iso.
https://www.microsoft.com/en-gb/software-download/windows10ISO < you can use this tool from microsoft to make a w10 install USB.
when installing use the key of the old windows, when at desktop press windows key + x , left click at "system" in the menu which appears. the licence key should be found here.
I always recommend to do a clean install even if it works out that you have to move some files. It just doesnt make sense the clone the disk as this also moves junk to other disk. (better start fresh then continu with a mess)

If your download speed for ex. Is 100mbit/s down steam would download 100/8=12-13mb/s
Internet speed is measured in mbits and steam is downloading in megabytes... 1byte= 8 bits

My H7 is great, it only gets loud at 1400rpm+, as long as you dont let it go over that with a custom fan curve its good

If you've not overclocked it (which you haven't if your Sig is correct), a stock cooler is fine.
Try reapplying thermal paste and make sure it's actually mounted correctly
If not, a H7 would be a good choice.
But...the cryorig h7 is better in every single way (except the actual price) as it looks better, cools better and is quieter
