I need to clean out my computer and will have a thin layer of dust that wont be removed by a air can. What can I use on my graphics card PCB to remove the dust? I would preferably like an option that would be lying around the house and not alcohol.

A rag and air

 

Or 

 

just put in shower and turn on water and clean.

I second this, nothing is more effective. Just be sure to plug in and power up your PC while washing it in the shower to make sure everything is operating properly.

Currently have an XFX RX 7900 XTX with a Ryzen 5 5600x.

You can buy a brush and use gentle strokes to coax the dust off.
