    I still went with 1070 and 9590 and it was bad fps everywhere.
    Then i got i5 7600k and PROFIT!!
    ETS2 fps raised A LOT 
    RUST runs almost buttery smooth 100fps constant
    AND i got to turn half of my pc fans off lol
     
    All games are at AMAZING detail level

    First of all,  DONT  oc with software.  They apply more voltage than necessary,  increasing temps and power consumption.  There is no optimal voltage for overclocking the fx 9590, as each chip is different,  not to mention a lot of them ate already pushed to the limits and can't go any farther.  Sure,  there is a general voltage range where people where stable,  but your results may vary.  I advise watching jayztwocent's video about overclocking the fx 8350,  i think the process is fairly similar.

    Well, the VRM temps are another thing. Try downclocking and downvolting the CPU to the FX-8320 or FX-8350 values. If that doesn't help, try connecting another PSU to test whether that's the issue, if not, then it's the mobo in my opinion.

    Just remember, the higher you overclock it the lower the returns in performance (the performance increase is less and less while the power consumption increases drastically-its why with a 1GHz clock speed difference the 9590 consumes just under twice the power of the FX 8250 derp *FX 8350*)

    Keep in mind, you need to thoroughly test it while under load.
    Stable while sitting idle in Windows, and stable while the CPU is running at 100% across all eight-cores is a different matter.

    Warning: This MB doesn’t support 200W or above CPU- so no wonder things start to get hot. 
    But im imaginig the smellll.. lol

    Well Crosshair V Formula Z seems to do the trick, Im stable now at 5.02ghz and 40c at idle with H110i GTX

    You keep talking about the running the FX-9590 at stock. Why not push that on a Crosshair V Formula-Z to 5.2, 5.4, or beyond?

    Get a used Formula, or Formula Z for about $100. FX 9590 can perform if you give it serious balls cooling.

    Z is slightly better on memory speeds (2400 vs 2200Mhz)
     
    Regular Formula has core unlocking, Z does not.

    I think your FX 8370 would be a better FX 9590. The FX 9590 was kind of pointless when you already had the 8370 as they are both identical apart from the factory binning (which is actually hit and miss)-although your problem was overheating VRM not the FX9590 being unstable from the factory the way some are.

    I'd say at most 5.3-5.4 without going sub zero or custom for the cooling (custom being a whole board water cooling+separate CPU water cooling). AM3+ is literally the only platform that benefits from water cooling the motherboard.

    ASUS Crosshair V Formula-Z IF YOU REALLY WANT TO SPEND MONEY TO PUSH THE EXTRA 0.3 GHz.
    Both the Crosshair V Formula-Z and Sabertooth use a 8+2 power phase VRM system.
    Compared to 4+2 on the ASUS M5A97 R2.0
    Compared to 7+1 on the ASUS 970 Pro Gaming Aura
     
    I am using a Crosshair V Formula (non-Z, older model) with my FX-8350 overclocked.
    4.8 GHz with 1.4V
    4.9 GHz with ~1.45V
    5.0 GHz pushed the voltages up into the 1.5V region, any my cooling cannot handle the temperature under synthetic stress testing (e.g. Prime95).
     
    The FX-9590 is rated for 4.7GHz across ALL CORES, and UP TO 5.0 GHz Boost if ONE or TWO cores are active.
     
    A majority of the FX-9590's run 4.7GHz with 1.47 ~ 1.48V (your FX-9590 falls in that category, from your CPU-Z screenshot).
    You will most likely need to increase the voltage up into the 1.5V ~ 1.55V range to get 5.0 GHz stable across all cores.
     
    You will need to slowly push your overclock. Do not go from 4.7 GHz >> 5.0 GHz immediately.
    Try 4.7 GHz to 4.8 GHz.
    If it is stable, try to see if 4.8 GHz to 4.9 GHz works.
    THEN try 5.0 GHz.
     
    You may need to play around with both the CPU multiplier and CPU Bus Frequency to get your 5.0 GHz target.

    These are the best boards available for the 9590. Both of them are excellent, it's up to you.

    You can overclock the RAM to 2400 on both, don't worry. Get the cheaper one if you really want to invest that much in this rig, although I'd still advise you to stick with the Aura at 4,7 gHz and upgrade when Zen CPUs release
