    Dont get a chromebook, you might as well build your own PC for $300. You can build a fast computer with that budget as long as your not gaming or editing. Also, building a PC would give you a pathway for an upgrade in the future. I suggest getting a Pentium, i3 or and Athlon CPU with at least 8GB of RAM and 1TB of HDD (If you need it)  along with a 120GB SSD, a cheap motherboard and with a reliable powersupply. BOOM! YOU HAVE A BEAST OF AN EVERYDAY PC!! No need for a graphics card and you can buy Windows cheap from Amazon or Kingwin or you can just install linux on it for free.

    Because it ain't just some expensive, it is A LOT expensive, you would have to buy new cameras, new workstations, new softwares, the amount of investment will only justify when the whole 4k market becomes cheap enough for both the end user and the developer.

    Honestly even if 4k is spreading out a bit more now 1080p is still the world's mainstream, there still are a lot more 1080p monitors in use out there than 4k, I wouldn't know exact numbers though I am sure the 4k audience is still limited enough to make investments on increasing such videos to 4k unworthy yet.
     
    What stopping them is probably nothing more but costs, most likely, without that much of a return since like stated the majority of users still are on the 1080p resolution.
     
    4k still is something more connected  to high end gaming right now, sure there are 4k blurays around as well but aside from xbox 1 users who else really has a bluray player? very little people.
     
    Must be the reason why Intel and Netflix didn't get that much hate for locking the 4k content of netflix to kaby lake and edge only... because in reality 4k monitors are minority. I won't buy a 4k monitor just yet, more likely only around 2020  and even so I might just buy a 4k TV to play games with the PC and keep on using my 2560x1080p  monitor that's good enough for my needs.
     
    And a lot of people I know are thinking of the same, 4k video clips might only become a thing around 2020's...

    Cost/ Technology
    Most movies are only mastered in 2K, so unlike older films shot on 35mm there isnt an option to "remaster" older content.

    Publishers / content producers will move to 4k when BOTH of the following TRUE
    1) - Its upgrade time (the old kit is old enough to NEED replacement.
    2) - The difference between 4k and 1080p costs is small enough that it is easily justifiable.

    The 970 only ahs 3.5 GB of VRAM, SO I would shell out the extra money on the 480
    But if you're on a tight budget 970 for sure

    480 all day long, 970 was a great card, but it's over 2 years old now, the vram will hurt it. 480 is a faster with more vram

    that was a release review, the 480 is about 8% faster now (maybe less) due to better drivers

    If we're talking longevity, the RX 480 gets my absolute vote. Proper DX12 support will help in the future.
    As for right now: they perform similarly, but the RX 480 is just a bit better (unless the game just doesn't like AMD) and it also has more VRAM which is helpful for its longevity.

    Cheap laptop, kinda necessary for uni. If you want to play way from your desk/house for not a lot of money hit ebay and grab a DS/DSi, they are super cheap as are most of the games.

    Might have to lower extra demanding settings such as AA or AO, but textures, effects and most others can be maxed.

    Nah. It can get around 50-60fps with ultra settings... It isn't much slower than the 3GB 1060...

    The Switch can wait.
    While it is the most powerful portable system that manages to destroys the WiiU performance and Vita, with OK battery life (It is actually similar to the original 3DS).
     
    Now why the wait? The system feels like a rush release. I think Nintendo doesn't have a choice to release it now. Summer time, sales are very low, that is why you rarely have AAA titles come out during this time. The Switch can't be released in Holidays area, or even close to E3 because XBox Project Scorpio will steal the show.
     
    As a result, you have no games, and third party devs have nothing to reveal yet (probably will be at E3). So towards the end of the year, not only, it is most likely that you'll see a bundled game Switch (probably 1-2-Switch), and many titles will be released, with the new 3D Mario game.
     
    So, unless you want to play the new Zelda NOW, there is no point in getting it in March.
     
    So, while I don't know your financial situation, you can maybe get that new GPU, and get the Switch at the end of the year.
     
    How about that Lappy?
    Assuming you have Windows Pro edition at home, and decent internet connection, you can just remote desktop from your school computer to your home computer (just be sure it is on and not sleeping, and that you know its IP address which may change often or not at all depending on your ISP).
     
    I don't know where you are in your education, but I think when you reach University, this is where a laptop will be actually useful. And you can work a summer, and get a nice system like a Surface Pro or similar system allowing you to type your notes on this lightweight yet powerful compact system, and when it comes to math, or equation or graph, you can pull out your pen and draw it in your notes.

    Idk, it really depends... For example, the GTX 1060 destroys the RX 480 in GTA V and Overwatch, while the RX 480 destroys the 1060 in Doom and in Hitman...

    I would say, depending on which games you play, get the RX 480 8Gb or the GTX 1060 6GB...
