As @Being Delirious said a reinstall is the easiest option, but if that's not an option tomorrow I could help you diagnose the issue if you would like. Although no guarantees

Toshiba's NAND production facilities in Japan were targeted by ransomware attacks severe enough to cause production to come to a halt for 3-6 weeks. This is an estimated production loss of 100,000 wafers, or roughly 400PB worth of chips, enough to possibly cause a short term market shortage in NAND and more price increases.

based on user bench mark it clocks in at right around a i7 7700k but better quad core performance. except when u  overclock it really pulls away and out performs the 7700k by a nice margin of usually +10%

this is right about at the last gen i7 so you will defiantly be good to run a gtx 1080 Ti and vr smoothly

All of that can basically be answered by "it depends"

Sometimes we buy hardware, sometimes it's provided along with a big sponsorship cheque, and everywhere in between.

Generally we expect the manufacturer to pay shipping to us and back, if applicable.

As for shipping stuff.. there's a reason we have a dedicated warehouse/inventory guy (who also works on writing stuff from time to time) - Tyler. It's very time consuming.
