You don't need at water cooler for a processor that cannot be overclocked. Save that money and upgrade the graphic card to a GTX 970 or R9 380.

Dude, You can't overclock a non k skylake cpu now it's too late. Maybe if you downgrade BIOS version you can. And get the i5 if you can Core i5 processors have larger cache (on-board memory) to help the processor deal with repetitive tasks faster.

PCPartPicker part list / Price breakdown by merchant   CPU: Intel Core i5-6400 2.7GHz Quad-Core Processor  ($183.99 @ SuperBiiz)  Motherboard: ASRock Z170 Pro4S ATX LGA1151 Motherboard  ($82.98 @ Newegg)  Memory: Crucial 8GB (1 x 8GB) DDR4-2133 Memory  ($36.99 @ SuperBiiz)  Total: $303.96 Prices include shipping, taxes, and discounts when available Generated by PCPartPicker 2015-12-30 22:16 EST-0500   Would do this personally. This board supports Skylake overclocking of non-K processors. The 6400 and 6500 will clock the same (i've seen people take the 6400 to 4.8ghz on water). I've included memory, as i didn't know if you already had DDR4 around or not, into your budget. The board also comes with a free game, so there's that.

    It's an ok GPU, but you're better getting off a R9 380X for about $230 http://www.newegg.com/Product/Product.aspx?Item=N82E16814202183&nm_mc=KNC-GoogleAdwords-PC&cm_mmc=KNC-GoogleAdwords-PC-_-pla-_-Video+Cards+-+AMD%2FATI-_-N82E16814202183&gclid=Cj0KEQiAno60BRDt89rAh7qt-4wBEiQASes2tXEUvTC7dHPfEmvfNrwr6wtzOr2N5O5m6-JQlWh78z0aAm9e8P8HAQ&gclsrc=aw.ds

It is good but I would recommend a EVGA Geforce GTX 950 (either FTW or the OC version) you can get them from EVGA's website or NewEgg for around $159 - $189 depending on model.
