I am going to assume the connector on the right is for the pump.
Yes, 4pin and 3pin connector guides are interchangeable as they only go in one way. In the case of the 3pin into 4pin, the outer most pin will just be exposed. A 3pin connector utilizes voltage speed control, whilst the 4pin would utilize PWM (pulse width modulation).

Yes, your RM550x power supply is more than enough for a 9600k and RTX 2070. Your power estimations there are probably pretty close. 180W on the CPU though would be OC'd and running Prime95 or something though, you likely wouldn't get anywhere near 180W with stock clocks/voltages under a typical gaming load scenario.

Edit: I think I found where you were getting the 180W figure from for the 9600k. Tom's Hardware? As I guessed it's Prime95 testing with 5GHz OC to hit 180W on the i5 9600k CPU. Pretty much worst case scenario, highest power draw...

So you can rest easy, your RM550x will be capable of handling whatever overclock you want to throw at it as well as your RTX 2070.

Z390 was the launch platform for the 9th generation chips, so you won't need a BIOS update. BIOS updates would only be required for Z370 boards.

I don't know why people are so paranoid about static when I've been building computers for a long time wearing socks and on carpet and never had a part failed on me... Lucky I guess? Or perhaps components nowadays can handle the static we deliver to them?

That is definitely unhealthy for your motherboard. You are pulling to many Amps from a socket. I would suggest purchasing a fan hub preferably NZXT. It will be using a molex connecter so it puts all the electrical stress on your PSU instead. Don't worry about upgrading PSU's these fans will not impact much. This is the fan hub I would suggest. https://www.nzxt.com/product/detail/157-GRID-V2-digital-fan-controller.html
