It will bottleneck sequential transfers. PCIe 2.0 x4 has a theoretical maximum throughput of 2 GB/s, which is less than the 960 Evo delivers.
 
It's not a big slowdown though.

With higher queue depths it can read sequentially at up to around 3 GB/s. But at more realistic lower queue depths it's closer to 2 GB/s. Sequential writes are a little under 2 GB/s so pretty much shouldn't be affected.
 
PCIe can transfer in both directions simultaneously, so reads won't bottleneck writes or vice versa. And the SSD itself is slower in a mixed read/write workload as well, so the connection definitely wouldn't bottleneck that. Random I/O is also slower and won't be bottlenecked.

Ok so this isn't really that non-techie but yesterday I saw someone taking pictures with a surface  (to be fair it wasn't a surface pro it was one of those 9inch or so surfaces with Intel atoms). Must have been heavy and uncomfortable, not to mention that the picture quality probably wasn't that great.

They though that a modem was only needed if you didn't have a router. but at least I convinced them to google it and they realized that it was needed. These are people that are currently getting ready for the Cisco CCNA 3 Final exam.
