    No matter how much you try to fool the sensors, you won't fool the compressor which will draw liquid any moment there - not having enough thermal load, will make the refrigerant not completely boil inside the vaporizer (CPU block) and you'll get liquid inside the compressor. You won't notice it first, just after you burn out the motor's coils.

    @AlexTheGreatish, TECs are mostly used for transferring heat fast from one side to the other.
    That rating you find on it is usually their power consumption, not transfer capabilities.
    For starting, if you get a 545W peltier and want to transfer 200W of heat from an Intel CPU, you need to have, on the hot side, a cooling system of AT LEAST 545+200W (for better results take in consideration a 30% margin of error, so around 970W of cooling is a minimum).

    The smaller you go in size, the higher you go in price - even though you're using less material.
    The price is because these kind of cases (Dan's for example) are made in small number. 
    When making a really small HTPC you are the one who delimits the budget: DanCase would be ~15% of your system cost, which is high indeed. But if small footprint is more important than choosing best buys, then the choice is clear.
