loose cable behind the fan, when the fan is on, it blows the cable away, when it slows down, the cable slowly falls back in to the blades.
 
or your hdd is dying, but my guess is the first or that the fan is  breaking or skewed.

yeah,, sounds like front casefan. yeah, i said its possible an hdd could sound somewhat like that, but i highly doubt it, thats why i said im guessing on the fan

yes, and a motherboard that supports sli and the cpu

xeons are for rendering and cpu heavy tasks or being a server and handling shittons of information at once, the base clock speeds are too low for gaming today anyway and xeons arent overclockable(sure someone can find a way...) 5930k is only worth if youre gonna do video and photo editing in addition to gaming(this goes for 5820k too), or if youre doing a 4x sli/cf setup as the 5930k supports up to 40pcie lanes.
as for now 4core cpus with hyperthreading at a clock of 3.5 or higher is pretty much the best you can get for gaming that is.

i dont see why you couldnt if you use a non conductive paint.

im kind of interested in building a lan pc, planning on going to dh winter, and i cant really get myself to bring a massive 750d with a 5930k and 2 970s inside

Im found the solution and know the problem..my motherboard can only support 2100 OC..hahaahahhaha..my bad.,..
but my ram can boost up to 2133mhz..im just trying to change the BLCK and adjust the CPU RATIO..and its worked on 2099mhz..btw...im choosing my ram without checking my motherboard spec..so bad..

and when the trial period is over you can use occt

Reseated, much more reasonable temps, most cores between 26-31c, resetted to stock speed as well just to be safe. Will overclock in a few days or hours of use so i know its seated properly.
