FreeNAS will run fine on it.

I am going to be buidling a nas for my parents and i need the cheapest build as possible.

They generally will recommend Intel(I would too), but I run an AMD based FreeNAS server and it works fine. Specifically I use the A4 6300 APU.

throw in a raid card if you want, but I would put a small boot ssd, even for freenas.
