msi r9 390 idle temps

They are usually under 60 unless im on youtube but when on youtube they reach around 64 degrees, is this normal? I am downloading gta v now and will check temps then as well, but the idle seems very high, in cs go it went up to 73 as well when my 970 went to 65 max. I have an option to return either 970 or 390 and am leaning towards 970 so far because of noise is loud as well on 390. What is your experience with r9 390 do I have a defect or is this normal?

AMD cards are always loud and hot, the r9 390 has 100W more TDP than the gtx 970
