Historically you haven't been able to upgrade from enterprise editions, so I doubt it

Can Enterprise customers get the free Windows 10 upgrade?

Enterprise customers with active Software Assurance subscription in volume licensing have the benefit to upgrade to Windows 10 enterprise offerings outside of this offer.

Yes, Windows 10 Enterprise will only be available through volume licensing. However, you can also get a multiple-activation key (MAK) for Windows 10 Enterprise through an MDSN Operating Systems subscription, though it's primarily intended for development and testing use.
