adapter for case fan?

MightyHammer

Some fans like the cooler master jetflo 120 include adapter to decrease the speed of the fan which leads to less noise.

this fan contain 3pin or 4pin connector either way you still can control them through the motherboard and lower the speed as much as you want to decrease the noise,

So why does they include those adapters?

I think sometimes people want to connect their fans directly to their PSU. Linus did a video where he used these on his home server PC in his living room

If you want my attention, quote my post or I will not see it. I ignore builds that do not use PCPartPicker.

Yup, having your fans at a set speed means there if no variation in noise. if you want a quite rig you want it quite all the time.

But you can achieve constant speed in the motherboard as well (I guess)

To limit the maximum speed and depending on how the motherboard allow finer adjustments

Depends much on mobo if it has ability to lower speeds or do any kind of control. LNAs are easy way to make otherwise good fans more quiet, even with older mobos.
