Yep. NVIDIA GRID is a great example of this. You can google it if you want to learn more about it.

Is it possible to have a server do an extreme amount of video processing/rendering? Or would my device need to be doing this?

I actually couldn't underclock my 5 year old GPU to make it as slow as a next-gen console.

A server is a computer, just like any other. Oh, except a million times more expensive because the components have to be top-notch to keep the beast running (nearly) forever. So can it render? Yes. How you may get around to doing that can be complicated though...

Okay so if I want to play a game that has extreme hardware requirements to play it, while my device has poor hardware, would it be possible to still play that game through a server on my poor device?

As of now, I don't know of any services that let you do this on a computer, but you would have to have something like an NVIDIA Shield to take advantage of their GRID cloud gaming service.

I actually couldn't underclock my 5 year old GPU to make it as slow as a next-gen console.
