Is it okay to overclock w/ this current temp

So i would want to overclock my system but my primary problem is that my cpu and gpu hit 60-70 degrees cel. While full load in stock speed. Number 1 reason i live in philppines which is the ambient temp. Is too high! 

Additional info:
Cpu cooler: cm 212x
Gpu cooler: zotac amp edition. (Gtx 970)

Going back to the question. Is it okay to overclock? What is the safe temp/recommended temp until my components are not in good condition.

I wouldn't unless it's a very mild overclock. Even if you don't OC, I still think you should get some liquid cooling

GPU: Yes

CPU: God no

Nvidia is to Dr Dre Beets as AMD is to KFC.

One makes you broke, the other you can get more of and have a midnight snack from the fridge when hungry again. Once you go Nvidia, you go broked, turn into an Elitist, or get the incorrect amount of VRAM.

Yes to both. For CPU 70C is on hot side if that is gaming/full load temp. But you still have some headroom to 85C which would absolute max under full stress test. Same goes to GPU, though you might not get as much performance out of it.

watercooling is not an option here in my country. the cost is too much, you can  buy  another new gaming rig for the price of a liquid cooling kit.

Depending on the CPU max temp if it's an AMD CPU then you are very high already. If Intel, I would try to OC and still stay 80C or below.

 

The GPU I would still say be careful and try to stay below 80C because heat kills the lifespan of components and you don't want your new system to die in only a few years.

I am addicted to building gaming PCs but I don't have a great reason to stop...yet...

Kabayan! Temperature is worst here in Qatar. Anyway, your temperature is the same as my hot chip, stock clock i7-4770K at Full Load of Intel XTU with my CM 212 EVO. I just got my Seidon 240M from Gilmore. Try to check out some of the stores there for All-in-One liquid solutions.
