Should I overclock with stuck voltages, if it is possible?

If I simply dial in 4500 Mhz in the Ring- and Core-Ratio on my 4670K, it is stable. Should I change other settings, if I am ok with the speed?

Yes, that's fine, but make sure the system actually runs stable though. You can't imagine how many times I have seen people just dialing an overclock, booting into Windows and saying, "I overclocked my PC," and then a few hours later the system BSODs. Take the time to properly stress test in order to validate the overclock. Anywhere from 16 to 18 hours is enough.

speaking of time to test for, i keep seeing people around say that if you run intelburntest for around 30 minutes its the equivalent of running prime95 for several hours. not sure how true that is though...

Completely not true. Also don't run Prime95, cause it pushes more voltage than needed and will damage your processor. Use Aida64 instead.
