Building a new rig, need some suggestions. (Budget $3000-3200

So this is my first time building a rig and I have been anticipating this for a while though it has never come to fruition until possibly very soon. I have posted here asking for ideas before the 900 series were out without a definite idea of what the prices might be but now I have a better understanding. I am looking for a build that can give me maximum performance for the budget as my aim is to go without upgrading every year until I really need to so the newer graphic cards would be better. I am looking for  decently high resolution probably 1440-1600 as 4k gaming is too demanding right now but I would welcome 4k if its in my budget though I doubt it.  I am mostly going to play games on this rig and probably light photoshop editing for my job.  I am hoping to max out on all games for quite sometime if possible. I will reply to any inquiries if needed so I would really appreciate it if anyone can give me some builds to work on as I only have a vague idea on how to create mine as of now. Thanks in advance.

Do you need OS and peripherals in that budget?

 

Also, is this USD, CAD, AUD, or something else?

The currency is USD , yes I will need the OS but I already have headphones and mouse so that can be excluded. I need to max out my 3200 budget though.
