Fellow's secondary montior doesn't work properly?

So it used to work just fine but now it doesn't work anymore. It shows a very dimm image for a couple seconds  (5 or so) and then it goes black. If you restart the monitor it shows the dimm image again and after 5 seconds it's gone.  

 

 

Not sure what's going on. 

 

 

The montior is an old hp 1702. 

 

 

I personally think it's just dying but he thinks it can be fixed.

 

Anbody got an idea on what to do?

It's dying. Probably can be fixed, but not by anything you can do without experience and paying for someone to do it probably won't be worth it.
