fans ignoring fan controller

i have my fan controller set to minimum rpm, and the fans sometimes ignore that and go faster. the fan controller also beeps often because the fans go to 0 rpm

CPU- i7 5960x MOTHERBOARD- Asus Rampage V extreme RAM- 32gb Corsair Dominator Platinum ddr4 2800mhz GPU-  2X EVGA GTX 980 SC in SLI PSU- Corsair ax860 CASE- Corsair Obsidian 750d COOLING- EK cpu+dual gpu custom loop (ek supremacy evo, dual gtx 980 copper/acetal waterblocks) MOUSE- Logitech g502 proteus core KEYBOARD- Ducky shine 3 cherry mx blue switches and blue LED MONITOR- Samsung u28d590d UHD  STORAGE -  120 gb samsung 850 evo ssd, 960 gb ocz trion ssd OS- Windows 10 pro http://pcpartpicker.com/p/jtP8GX

if you're controlling by RPM, it might be that the fans don't spin at that speed and the controller rejects that (fail-safe to high RPM)

if you're controlling by voltage, something is up with the controller as your fans.. can't really screw up voltage control (assuming these are 3 pin fans)

they are a noctua nf p12 and 2 corsair a14, all 3 pin

Them spinning at lower rpm/voltage than fan allow would result as stop. So spinning under 5V will result stop since fans aren't getting enough power to run. As for them running faster than what you have setup could be just something you have missed in settings. Like temp based control.
