Static from screen movement/rendering with external DAC+AMP

A friend of mine who recently got a pair of KRK Rokit 6 G3 studio monitors get static noises when moving mouse, watching videos and playing games.

The setup is USB to a Steinberg UR22, balanced output jack to the monitors.

What is causing it? Is there anything we can do to fix it?

Look into fixing a ground loop. Difficult for me to tell you what to do without an exact description of all connections.

Is it caused by the PC using more power and the Rokits being connected in the same power strip?

It might be the power strip if the grounds aren't isolated, but it doesn't have anything to do with the PC "using more power"
