Thermal paste installation with stock Intel heatsink

I recently tried to install a hyper 212 evo but I failed miserabely so I removed it and now gonna put the stock heatsink on for now. I had previously installed it so I had to remove the thermal paste on the heatsink. Should I install the new thermal paste on the heatsink itself or the cpu?

It spreads when you tighten down the heatsink.

Apply it, tighten it down, then do some benchmarks and check temps - If it doesn't look correct, re-seat and re-apply the cooler and paste.

 

Come back here if you're not sure if your temps are correct.

The most common result of insufficient wattage is a paperweight that looks like a PC

It will spread when you push down on the cooler.
