I have a PC that has issues with waking up from sleep. The night before it happens, I put the computer to sleep, which is almost silent then. But, when I try to wake  up the PC, it sounds like it's waking up, but the screen remains blank. What the hell causes this problem? I have Windows 7 Ultimate x86 which I just upgraded to recently. It frustrates me every time to see it not waking up, instead with a black screen. I need help, fast. For some reason, hibernation works perfectly fine, although it restarts randomly. I checked the power settings, nothing relating to PC not waking.

No need to be so aggressive, a simple bump would suffice. I personally agree with OneGun, it may be an issue with your GPU drivers. That's where I would suggest to start! :)

yeah, but I don't want to deal with downloading drivers, since my internet is deadly slow, and the driver files are enormous!

Then I really don't know what to say :( I've never really put any of my PCs to sleep, so I don't know how to help you further. Sorry! :(

What about the problem where random restarts come after waking from hibernation?

The usual troubleshooting process for that is to make sure all hardware drivers are up to date. From there you would want to check for any viruses.

And you gave like 12h only? 24h should be absolut minimal time for any answer here due timezones and stuff.

Anyway you said you did check power settings. Did you check on hows display set to shutdown? You propably better set it to Never since when PC goes to sleep it looses signal anyway and goes to standby mode.
