Inconsistent usage with new 1080ti

So my friend got a 1080ti from gigabyte this black friday and he just installed it and says he downloaded the new drivers and deleted the old ones. However, once he opens a game like GTA V the usage of the card drops down to 20-25%(Sometimes lower than 10%) and the CPU is at 50%. The game was running at 1440p at Very High settings and he got about 30-40 fps, any ideas of whats happening?

 

He has an i7 4790k(no OC), 16GB DDR3 RAM, 800W PSU, for those who wonder. :)

which card did he have before this?

 

guessing it's some wonkyness with drivers
