Annoying Dictation Pop-up

This is the dictation bar.

You trigger it by doing Win+H

Just bought a new windows laptop 2 and 1 and keep getting this annoying pop-up for dictations at the top of the screen and it will not go away regardless of whether dictations are enabled or disabled. Please help! Screen Shot below440175602_Screenshot(2)_LI.jpg.9a51fcd9aa0bf98e40c0899f9d3c0a75.jpg
