Would a 240mm rad cool a 8700k oc? And does the 8700k work with a Z390?

Depends on whether you will delid the 8700k if that's your choice. If yes, go 8700k. Otherwise, get 9700k

The i7 9700K works better with the few software that doesn't handle Hyper-Threading well, really specific few cases and the performance increase is rather marginal.

 

That aside they are the very same processors, they have the very same architecture as in the cores are the same, one is soldered but requires more electricity to overclock as high meaning you'll be looking at 5ghz on both either ways.

 

The extra 2 cores even outs with the Hyper-Threading... so really in every way the differences are negligible and not worth the usual 100 dollars extra Intel charges on it, not to mention now you can find Z370 boards going for cheaper.
