Which smart bulbs can run offline (only in LAN)?

In the topic of recent LTT video - which of available smart bulbs allow for offline operation? I don't necessarily mean like no internet access at all but at least no internet access after initial setup. So basically I just want to be sure that after initial connetion / pairing they can run 100% in LAN and definitely they can't use 3G or any kind of mobile network.

The communication from you to the bridge is with COAPs.

I mean ZigBee Light Link (ZLL) from bridge to light bulbs themselves

Lifx is able to be controlled over lan only though I am not sure if you are able to get them on the network without first connecting them to the lifx app. I have successfully played with a lifx using just a python script on local lan and supposedly you can hook them up to Home Assistant but I have had less luck with that.
