My GPU not drawing advertised wattage?

Hi, 

 

I have rx580 sapphire special edition, and i noticed that whatever game i play or benchmark i run the maximum wattage being drawn by the gpu is 220w maximum which rarley happens, mostly below 200watt, even if gpu usage is 100%

 

On the net the card can easily draw 250w and more i never reached that even using heaven benchmark or 3dmark

 

Can this affect the gpu performance? Do i need better psu? 

 

I have rx 580 power by 6+8 pin pcie power cables, using bitfenix extenders

Gpu running at 1430mh, 1450mhz, and 1490mhz.

I7 4790

16GB ram

psu is thermaltake smart se 730w

Have you overclocked the card? RX580 at factory settings shouldn't go above 200W.

Also, advertised TDP does not equal power draw.

Its clocked at 1430mhz, i overclocked it to stable 1490mhz

the TDP rating is for the entire card, while the reported power draw only consists of the GPU core. It does not take things like memory power or VRM efficiency into account.
