Can you provide some information like what error you are getting and what other games you've tried playing? Those screenshots tell us nothing.

it either just install/ load up/ not run the launcher

tbh i pretty sure i cant do anything except get a new pc thats it

Upgrade to a 64-bit OS.......  And prefferably get up to 6 or 8GB of Ram. 

 

If you want a better experience:

Get an dell optiplex (3rd gen i5, 8GB RAM)

A cx450 (2017) PSU from Corsair

An hd 7850.

Try clearing up your Steam Download Cache within settings, this can fix games that aren't starting up. You will need to re-login after doing so.
