I am slightly confused as to whether or not my phone/laptop can drive low impedance speakers or if I need an amplifier. E.g. the Q Acoustics 3020

I would recommend an amp. They're passive speakers so they would not be loud or sound good without a proper amp.

You would need an actual speaker amp. Not only becuase the speakers probably need more power than what you laptop can provide, but also becuase you wouldn't have a way to connect the speakers without an amp with binding or spring posts.
