Bottlenecking

I am thinking of upgrading from my rx580 to a rtx2070 but I don’t want to swap out the cpu yet. So will my r5 1400 @3.75 ghz bottle neck a 2070?

I'd save up for the 2080 for 4k personally speaking, while the 2070 should be a boost it still won't be enough to achieve those 70fps without having to go through a more meaningful graphical settings adjustment"
