i9 7920x PC running very slowly - WRONG FORUM, but still...

Hi, I just recently build a workstation for a customer, but after extensive testing, we figured out that it is running really slow... even slower than my laptop... And I have a MacBook air 11 inch 2014, but I digress.

Does anyone know why the computer stutters, and crashes? BTW, it goes in this order: Slow > Stuttering > crash.

I overclocked the i9 slightly, but after taking a look at its power consumption after 24 hour stress test, the maximum it got (for the entire computer) was well under the power supply's load rating. (it drew about 700w, and I got a 850w PSU)

It is NOT thermally throttling either (I had something record my maximum temps, which were 88º C on any given core)

Could the boot drive be the problem here? I know that there are (occasionally) drives that simply fail... which would be annoying... as I just got rid of my driver downloads...

Would probably help to post full specs and drive setup.  What happens when you set it back to factory non-oc settings?

literally nothing

full specs:

i9 7920x

unknown ram (8x8GB 2400MHz)

GTX Titan X

Asus x299-a Prime

Corsair H115i (with 2x Noctua NFF12s)

Corsair RM850x (2018)

Samsung 970 Evo 250GB

Samsung 860 Evo 500GB

Seagate... whatever the customer already had... (2x4TB HDD RAID 0)

Some random pcie wifi card (a 2x i think though)

Phanteks Eclipse P300

Asus ThunderboltEX (TB3)

I think that's it
