Can't play 4k contained on Tv from laptop

Hello everyone
i am having trouble with playing 4k contain form my laptop to 4k(4096 x 2160) tv
i have Msi Cx627QL
it's config is 
i7-7500u
940mx gpu

i am playing on mpc Klite codec pack 
the file is opening 5 sec. in video everything is good after 5 sec. it's starting to stutter
and CPU usages goes 100%
and Gpu load is not even 30%
