Bottlenecking?

If you aren't having hard stuttering with your gpu or artifacting your gpu isn't broken.  Your cpu is too weak because it is being fully utilized where I can guess your 2080ti is siting comfortably.

Hello!

So my issue is when I play for an example Black Ops 4 or Insurgency: Sandstorm I get some intense shutter lag (not constantly) here is my specs:

 

CPU: Intel Core i5 6600K  3.50GHz

GPU: NVIDIA GeForce RTX 2080 Ti

Storage: 223GB KINGSTON, 931GB Seagate, 465GB Samsung SSD 960 EVO

RAM: HyperX DDR4 2133mhz

Motherboard: MSI h170 m3

PSU: EVGA Supernova G2

 

I might think its my CPU that is bottlenecking my computer but I still should get more than 30-100 fps in Black Ops 4 right?

Try capping the FPS or using Vsync. That will stop the GPU from being fully loaded (unless you are running 4K+).

As far as I recall, BO4 loves cores and threads, much like battlefield. Is CPU usage at 100% in task manager?

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

I am using G-Sync, should I turn that off and try V-Sync or capping the FPS?

If I remember correctly I think my CPU were being used at 100%

That would be what's causing stuttering then. Since your motherboard can't overclock, I recommend upgrading to an i7 6700 or 7700, try to find something used on eBay. It probably wasn't the best move to pair the best performance graphics card out there with an old quad core at stock clocks.

A defective 2080ti. My first one was a defective one and I ended up having to return it because it would cause games to crash and whatnot.

Given how bo4 is, prolly the cpu. Just check the usage. If it’s pegged or riding 90%+ like all of mine, the issue is clear.

Some have had other issues like artifacting and stuttering issues so I thought I should bring it up as a possibility.

Okay so I just ran a benchmark in Rise of the Tomb Raider on everything set to the highest at 1440p and my avarage FPS were 71. Also my CPU was at 100% and my GPU at 10% usage

Yeah I am thinking its the CPU, might get a I9 or a i7 8700k then I shouldn't get bottlenecked right?

If you are ok spending that money and have it in budget, it would really help

Most of the time, unless there are unusually low frames on a decent cpu that should push the frames, but here I think you cpu is just too weak.

Same here. My 8700k just showed up today. So hope to have it running soon. Would be nice to not be hindered by a poor component and actually enjoy some gameplay.

Unbalanced build, 4c/4t CPU with 8gb of 2133mhz DDR4 memory is not what you should be pairing with the World's Fastest gaming GPU.
