I haven't touched Java in almost 10 years but the @ sign if just some text in that instance, the "" just means that whatever is inside the quotes is a string and this last one is an assumption but I think the [%s] will be substituting in the second param (s1), sort of like a C# string.Format("My name is {0}", "Josh")
