For 300 don't bother buying anything new. 

I'd completely look at used parts, or buy a cheap full pc off craigslist with a decent processor and add a gpu

get used if you can. you will get much better parts. this is the best i could do for $300 (its a pretty tight budget)

You're probably better off with a used computer as @Slottr has suggested. Check what deals are available local to you on craigslist and facebook. 

 

 

Buying new is going to be a struggle. Though if you already have a SSD/HDD you can reuse, as well as a case then it's possible.

 

 

If you want to save some money you can run it without a case. Run it inside the cardboard box the parts come in. Don't think the Asrock B450 Pro4 comes with a switch on the motherboard, so to turn it on use a screwdriver to short the Pwr_Switch pins on the motherboard.

I'd go with what Saksham mentioned above for the rest.  The 2.5" samsung 860 evo is a beast. A 2x4gb kit of ddr4 3000 ram from a company like Corsair or GSkill is good but a 2x8gb kit would be far better if you can find the extra moolah.  A nice $40-$65 case made by Phanteks or NZXT is gonna make your build experience go much smoother because of the included wire tie-downs and rubber grommets and psu basements as well as rounded machine edges and painted interiors. In my experience, seasonic makes some nice power supplies.  Look for one at least 500 watts and bronze rated.
