If it's cpu bottlenecked it will do that. Also sometimes a gpu won't recognize a game and won't speed up because it's trying to save power. I had an issue like that and had to set the 3d settings to high performance for the game. Also if you have a frame cap that would do it as well.

^There's your answer. These games are made to run on anything

If you have the frame rate locked to say 60, itll only use the power it needs to make 60fps.
Also, see those spikes at the end? That looks like you tabbing out.
To get accurate gpu-z numbers you need to run with the game windowed (not ideal) or with gpu-z on another screen
(though I now see you have average selected)

So basically its all normal? I have fps locked at 144 and I do not reach that at all I am around 80-100 fps. My CPU could be the culprit.

Its during gameplay. I mean I dont feel anything odd in the game. So I guess its just normal. I have never tracked GPU usage before with my old GPUs. Just now to "test" the 2080. So maybe it was alwayas like this. But I just did not care.
