the delay from your ram to your pc. 

eg ram was triggered to do something then x time later it whatever you did is sent back to the rest of the pc

Generally the "sweet spot" is CL9 with 1600Mhz or above.

You will not see a "worth" enough boost from 2400Mhz and CL10/11

CL9 @ 1866Mhz IMO has the best performance to latency ratio. Also bank for buck.

But you can get 2133Mhz with CL9

Anyway: As stated above if you mean the CAS latency then go for 1866 Mhz RAM with CL rating 9 :) It´s generally the best bang for the buck and performance.
