The 580 will make a bigger difference in games while the 16gb is nice for the the future. I would personally get the 580 as it will have the better immediate performance increace. That being said I would likely wait a little bit until I upgraded as I like to get bigger performance  increace. That being said the 580 is a fantastic card.

My biggest suggestion would be to get an SSD if you do not already have one.

Most games I can only play medium 1080 for a smooth gameplay. I have an ssd already. I’m thinking about the 580 for the biggest FPS boost and a new cpu and ram in the future

Yeah a GPU upgrade is likely the way for you to go then. 1060 6GB or RX 480/580 8GB are probably the best bets for you if you're on a budget. if you're willing to buy used, you could probably get a 1070 or even a 1070ti (if you're lucky) for around the same price as any of those other components new.

If I upgraded the ram would I have to get an 8 stick with the same amount of MGHZ and the same brand?

that would be ideal, yes. getting an identical stick should be what you do if at all possible. that being said I've often mismatched RAM sticks of various brands, speeds, capacities, and timings, and have yet to have an issue. modern motherboards are fairly robust. However, the only way to ENSURE you won't have problems is to get an identical one, and getting a stick identical to the one on your system should be fairly easy with DDR4 still being mainstream.
