Volatile Unstable GPU Voltage!! Is it normal?

Hi, 

 

I have sapphire nitro+ rx580 special edition clocked at 1460mhz, 

 

I noticed using afterburner that my gpu voltage is extremely volatile (1v - 1.25v), sometimes it drops below 1v as well, even if i force constant voltage on afterburner same issue remains, also using wattman after uninstalling afterburner and setting voltage at 1200mv on all states the voltage remains volatilite.. 

 

Can this be due to the psu not able to provide constant voltage? I cant overclcok the card beyond 1465mhz.

 

Note that clock speed is constant (eg 1460mhz) and gpu usage is always 100%

 

I have thermaltake smart se 730watt. 

 

I7 4790 and 16GB Ram

Variable voltage is completely normal.

 

CPUs do the same with the exception when they are under a constant all core overclock.
