Umm what ?? is this normal.

It even says that is running at 0.90 when its running at max utly. 

Is there somethig wrong.

 

P.S. Now i saw it said its running at 3.1ghz even tho its max is 1.60ghz and no this is not overclockable cpu and motherboard doesnt not support overclocking...

If you're on battery, the default power policy is to not ramp up the clock speed if possible.

 

Otherwise if the computer isn't doing anything, it'll downclock the CPU anyway to save energy (which means less heat, which translates to the cooling system not working as hard). It'll clock itself back up when there are things to do.

What you're seeing is normal.

 

On battery power, the energy policy (that is default in Win 10) will systematically reduce power of the CPU to conserve battery life. You can bypass this by enabling high performance mode.

 

When it hits 3.1Gig, that's probably the turbo frequency kicking in.

Is it possible that my performance droped when i installed win 10 64bit when it was win 7 32bit.Before i could play lol and gta iv one medium 1024x768 60fps constant ?

No i dont have battery in in curently its running on constant Power but it can run up to 3.1 ghz

Well either way, if the CPU doesnt need to run at max power, it won't. That's just how they work.

That doesn't affect whether or not the CPU's clock speed changes. That's a power saving feature of the OS (which both do)
