8 or 8.1 mantle is supported there???

Mantle has nothing to do with windows versions. That's up to DICE to add it to the game.

Windows 8 supports DX11.2, it stops all of the issues on BF4

assasins creed 4??? you know i play 150+ fps crysis 3 @ 1080p maxed out

but assasins creed only 25 30 sometimes 40

I dunno. Assassins creed is going down the road of CoD (yearly releases) and probably has a lot of optimisation problems. Windows 8.1 will still being a lot of performance improvements.
