The law in Brazil only allows you to import a vehicle under 2 conditions:

 

You are allowed if you're buying the vehicle brand new.

You are allowed if you're buying an USED vehicle that is 20 years or older that has retained most of it's originality for collection purposes.

 

Rule is identical to motorcycles.

 

Any thing that does not fit in this say like a used 2 years old car it is not legal to import it, the law exists to protect local market since used cars in other countries are usually so much more cheaper.
