Any midrange to high end air cooler will comfortably cool it. Dark Rock 4, NH-U14S, Cryorig H7 etc.

 

A Hyper 212 would be pushing it a bit but might work okay with low 70s I estimate.

Temps are dependent on the cooler being used, system airflow, and ambient temps. Optimally, idle temps should be several degrees above ambient but that's difficult without good airflow. The 1700x should be fine up to 80-85c at load. 

If you want a cooler recommendation, tell us what case and ram you're using, where you're shopping / located, and your budget.

I fitted the CoolerMaster GeminII M5 LED to my wifes R7 1700x running at stock speeds, on a tomahawk board in Inwin 303 case. I did upgrade the fan to a full size

static pressure Coolermaster fan and with it under full load it doesnt go over 85c. Streaming and Gaming at the same time it hovers around 70c.
