Looks like a nice build! Personally I would go for a slightly better PSU, something gold rated and from the first 3 tiers of the PSU tier list. Mainly because a PSU is something you can keep for a long time so might as well get a good one from the start. Furthermore I would not worry about the fans for now. The 1060 is not that hot of a card, so just use this and make changes if the noise or temperatures bother you (don't really think this will happen though). You can try using the PSU as an exhaust to, just make sure the fan is on top.

not bad, but if you buy some cheaper parts and some different parts, you can get this for a little more:

Some people say the masterbox 5 lite has some airflow problems, but my pc isn't thermal throtteling or something, so you should be fine too

Don't buy fans if this is your first build. Use what comes with case and CPU. If you aren't satisfied with them, you can get new ones later. Stock case fans are as good as cheap case fans. So you would need to put some money into good fans anyway. Ryzen stock cooler is also very good, and getting budget cooler for it wouldn't be much of upgrade.

The stock case fans aren't great but should be enough for cooling. You can see how they perform before deciding on whether or not to buy new fans.
