He was caught previously as well? Why was he even allowed to rejoin official tournaments?

According to the article,

"This isn't the first time Forsaken was caught cheating. As Dotesports points out, he was banned from ESL tournaments for two years in 2017 after receiving a Valve Anti-Cheat (VAC) ban, although the punishment was reduced to six months. It seems now, though, his CS:GO days are well and truly over."

 

When you cheated for this first time, you will cheated throughout your life. It is the same thing goes when you murder someone, you are no longer innocent throughout your life, but you are criminal.
